If the effects cannot be recovered naturally, recovering costs should be included for in the development budget. Second, global cooperation is needed for the success of the sustainable development. Many underdeveloped or developing countries are focusing on the development more than the environment or preservation. So, developed countries should support the sustainable development of underdeveloped or developing countries.
